HCI: Whose Problem Is It Anyway?

This paper reviews the current state of HCI. We argue that HCI lacks a su cient understanding of the issues that e ect the usability both of computer systems, and of HCI practices in real situations of system design and implementation. In this paper, we explore these issues from the perspective of `problem ownership'. Internally, various constituencies of expertise compete to de ne and address the fundamental problems; externally, there is uncertainty and ambiguity as to the identity of the `user' that the HCI community claims it is attempting to serve.
